It involves Norman Osborne, Green Goblin, being in charge of the Avengers who are mostly super criminals posing as former Avengers, he disbanded Shield and formed his own group Hammer. He is involved in a cabal with Dr. Doom, Namor, Emma Frost, and Loki much like the Illuminati of Reed Richards, Iron Man, Prof X, Namor, BlackBolt and Dr Strange.
